Linking Protocols were developed as a response to Domestic Violence Death Reviews across North America. The consistent recommendations from these reviews were that agencies needed to collaborate in cases of domestic violence.

In most domestic violence cases there are several agencies involved and each agency has certain pieces of information. Each agency may not deem the case as high risk. During a death review, the case information is collected from the agencies involved and that information is compiled. With the compiled information, the true risk becomes apparent. If the agencies had shared their information a homicide may have been prevented.

Linking protocols go beyond a strategy for homicide reduction to become part of a wider community effort to streamline services, identify gaps, minimize duplication of services, and effectively serve the needs of people experiencing family violence.

CIAFV staff work with multiple agencies to develop linking protocols on a fee for service basis.
